THE FACTORS AFFECTING MENTAL HEALTH OF MIGRANTS AND WAYS OF ITS AMELIORATION

Abstract
The article considers international experience of studying mental health of migrants. The actuality of this problem is conditioned by massive migration flow that occurred because of large number of military conflicts and desire of people to ensure better life for themselves and their descendants. The article describes the most common mental disorders among migrants, factors affecting their mental health and barriers they encounter on their way to good mental state. The impact of coronavirus infection pandemic on mental health of migrants is considered. The review indicates measures targeted to improve mental status of displaced persons, including application of participatory approach and implementation of concept of positive mental health. To maintain adequate mental health of migrants, holistic and interdisciplinary approach is required that considers ethnic and cultural characteristics of community of displaced persons.

THE HISTORY OF RUSSIAN PHARMACEUTICAL INFORMATION MARKET. REPORT III: THE MAIN CENTERS OF PRODUCTION OF ADVERTISING MARKETING INFORMATION

Abstract
In this series of articles the authors analyze becoming of the pharmaceutical information market in Russia. It emerged from two sources: fragments of the Soviet system of circulation of pharmaceutical information and as consequence of business projects. The information segment, being “sectoral” or “internal” to pharmaceutical market, formed over time infrastructure of production, distribution, storage and consumption of its goods. Initially, considered as auxiliary, it turned out into autonomous market with its own rules of the game, leading players and prices for services. The third report deals with production sites of advertising and marketing pharmaceutical information — pharmaceutical, advertising, PR and informational analytical companies in Russia of the 1990s — first half of the 2000s.

THE ANALYSIS OF MEDICAL DEMOGRAPHIC INDICATORS AND MENACES OF LOSSES OF HUMAN POTENTIAL IN RURAL AREAS

Abstract
Among challenges and menaces related to losses of human potential in rural areas, it is necessary to note decreasing of population and its aging, higher percentage of migration of residents from rural areas, higher mortality of rural population than urban one, decreasing of natality in rural areas. The life expectancy of rural population is lower than of urban population. The lower indicators are noted in rural males who live no longer than 67 years. The lower rates of new-onset and general morbidity were established in rural population that is related to poor exposure of diseases, inadequate dispensarization and preventive activities in rural areas. These predicaments are conditioned by limited medical care accessibility in rural settlements and remoteness from medical organizations. The comparison of general morbidity of rural population in the Russian Federation before the COVID-19 and during the pandemic determined increasing of general morbidity in 2023 up to 3.3% for certain classes of diseases that require patient rehabilitation, increasing of dispensary work and activation of prevention activities. The challenges to health care system and losses of human potential are be taken into account under elaboration of Federal and municipal programs in rural health care programs in conditions of counteracting risks of menaces to rural population health, as well as for development and making management decisions at the Federal, regional and municipal levels.

THE DELIVERY OF MEDICAL CARE BY ORGANIZATIONS OF THE MINOBRNAUKA OF RUSSIA: THE DEPARTMENTAL SPECIFICS AND SIGNIFICANCE FOR HEALTH CARE SYSTEM OF RUSSIA

Abstract
The departmental medical organizations (university clinics, Federal research clinical centers) are important for medical care of population, but their spatial and profile distribution is poorly examined. To integrate them into regional health care systems comprehensive analysis is required. Materials and methods. The frequency and robust statistical analysis of distribution of head offices of the Minobrnauka of Russia providing medical care according Federal Okrugs, organizational legal forms and profile categories was carried out on the basis of data from the Federal forms of statistical observation and the register of licenses. The analysis revealed significant territorial and profile disparity in the departmental network. The typical Federal Okrug had median of ≈5.5 organizations at median of licensed objects of ≈27 (≈3 per organization) that corresponds to scenario of “spot” principal players. The budgetary institutions (≈84.8%) with median of ≈4 prevailed as against ≈1 for autonomous ones. The medians by levels of care were: I≈2, II≈1, III≈1 with wide IQR for level III that confirmed concentration of high-tech medical care. The therapeutic, surgical and laboratory diagnostic profiles dominated. The network of medical organizations of the Minobrnauka of Russia consists of “spot” centers with concentration of high-tech medical care in particular Federal Okrugs. Their integration with Regions, load monitoring and development of primary medical care is needed.

The methodology of integral evaluation of readiness of regional health care system to respond to global challenges

Abstract
The article presents scientific methodology of comprehensive (integral) assessment of regional health care system readiness to respond to biological (pandemics, epidemics), technological (accidents, disasters) and military (armed conflicts, terrorist attacks) global challenges. The analysis was carried out concerning existing methodologies and algorithms of assessing readiness of health care systems and medical organizations in the Russian Federation and abroad. The International Health Regulations and associated WHO tools, global health security indices, national indices and readiness checklists were covered by analysis. Their efficiency were evaluated on the basis of expert data and COVID-19 pandemic experience. The mathematical model of integral evaluation of readiness were developed that included set of key indicators (infrastructural, resource-based, managerial, epidemiological, etc.) and criteria system. The methodology of calculation of integral index, considering weighting coefficients of indicators and aggregated sub-indices, is proposed. The examples of application of methodology at regional level are provided. The recommendations for using integral evaluation for planning activities targeted to strengthening health care system readiness for emergency situations are formulated.

The Characteristics of Medical Personnel Training for Working in Rural Health Care System

Abstract
The article considers organizational, pedagogical and substantive characteristics of training of medical personnel for rural health care system considering demographic, infrastructural and personnel imbalances. It is demonstrated, on the basis of international and Russian statistics, that shortage of medical personnel in rural areas is determined not only by general level of provision of physicians and paramedical personnel, but also by spatial inequality, labor conditions and limited accessibility of educational and professional trajectories. The evidence-based approaches to rural health care practice are summarized: targeted recruitment and distributed clinical training, simulation training, telementoring, inter-professional models and retention practices. The necessity of integrated ecosystem “education–clinic–community” based on regional requests and telemedicine infrastructure is grounded.

THE HYGIENIC TRAINING AND EDUCATION OF THE YOUTH: RESOURCES AND TECHNOLOGIES

Abstract
The hygienic training and education is of strategic importance conditioned by its original purpose — to preserve life and foster human being in proper manner. The healthy human is, among other things, critically and independently pondering and productive and initiative worker, socially active citizen able to to take care of oneself and having active empathy for others. Currently, the task is set for hygienic training and education of population to motivate people to be healthy and employers to implement health programs and to promote health of employees. At that, public authorities and local governments ensure organization and maintenance of informational educational environment promoting health and disease prevention. The medical education is to be actively presented in the youth environment that encourages higher education institutions to focus on active presence of health-saving technologies in educational and training process. The article focuses on possibilities of digital technologies in this activity, permitting to reduce distance of contact between medical institution and young people.

The conceptions of mechanism of effect of blood as universal medication in xix century

Abstract
The article is devoted to consideration of changes in conceptions about physiological mechanism of effect of donor blood as medication in the XIX century. The relationship between changes of physiological knowledge about properties and functions of blood and modification of whole and defibrinated blood preparations applied for transfusion is demonstrated. The temporary transition from using blood to salt blood substitutes at the end of the XIX century is justified. The studies of liquid tissue — blood — in the XIX century became scientific base for fundamental discoveries in the early XX century. The relationship between evolution of conceptions about mechanism of action, modes of preparation and methods of administration of donor blood throughout the XIX century was established.

The Legal Foundations of Implementation of Youth Policy in the Russian Federation

Abstract
In 2023, survey of Russian respondents aged 18 and older established that main problems faced by young people were “employment issues” (39%), “housing problems” (37%), “difficulties in obtaining good education” (28%), and “lack of ideals and atmosphere of spiritual impoverishment” (25%). The Decree of the President of the Russian Federation (2024) established issues of “realization of human potential and education of socially responsible personality” as National goal of development of the country. The Strategy of Implementation of the Youth Policy in the Russian Federation (approved in 2024) presents critical analysis of current state of youth policy and determines problems in this area. This study analyzes the Federal normative legal acts (the Federal Law, the Decrees of the President of the Russian Federation, Decrees and Orders of the Government of the Russian Federation) and simultaneously compares indicators marked to characterize achievement of National goal. Factually, this means availability of established normative legal framework governing relations in the field of youth policy, characterized by coherence and continuity of documents.

The trends of people-ware of medical organizations in the aspect of delivering consultative diagnostic care of population of the Far East region in case of diseases of circulatory system

Abstract
The article considers accessibility of medical care of patients with circulatory diseases in the Subjects of the Far East Region in accordance with procedures of providing medical care and clinical protocols by profiles “Cardiology”, “Functional Diagnostics” and “Ultrasound Diagnostics”. The problems of inadequate staffing and regional disproportions in provision of physicians in medical organizations providing medical care to patients with circulatory diseases are revealed. The results of the study of indicators of people-ware in medical organizations at provision of consultative diagnostic care in case of diseases of circulatory system indicate necessity to develop new organizational legal solutions by executive authorities in the field of health care at the Federal and regional levels both in process of planned training and assigning of specialists in the Subjects of the Far Eastern Region and under planning volume of medical care with purpose of further development of specialized, including high-tech one, medical care of population residing in hard-to-reach territories of the Far East Region.

THE FACTORS OF LIFE-STYLE OF BELARUSSIAN ADOLESCENTS ASSOCIATED WITH PHYSICAL ACTIVITY IN THE ASPECT OF SOCIAL ECONOMICAL CHARACTERISTICS OF FAMILY

Abstract
In order to characterize motor activity of Belarusian adolescents considering duration of individual components of the daily regime, to reveal nature of influence of social economic characteristics of families in which adolescents are brought up on parameters of their physical activity, material was analyzed taken from original database compiled on the basis of survey of 1254 adolescents aged 15–18 years (the sampling quoting Republican). It is established that motor activity of Belarusian adolescents has no gender differences and no differences conditioned by place of residence and is characterized as insufficient one. The every tenth teenager is outdoors for less than one hour per day, and 56.05% of girls and 50.31% of boys (p=0.042) are outdoors for less than two hours per day. Almost 2/3 of respondents spend three or more hours daily at the computer, telephone, regardless of gender and place of residence. The level of physical activity of adolescents is associated with duration of their interaction with gadgets. The higher risk of insufficient motor activity in combination with prolonged use of digital devices, regardless of gender and place of residence, is demonstrated by adolescents who spend less time for homework preparation. The relationship between adolescent lifestyle and family characteristics is confirmed. The risk related to avoiding health-preserving modes of spending free time is higher in case of lower self-assessment of financial situation of their family, and by some components in adolescents from incomplete families. The education of parents is significant factor. For commitment to healthy motor activity of modern Belarusian teenager it is necessary to form self-organization skills, and motivation against the background of positive emotional psychological reinforcement from the family.

THE HEALTH OF THE ELDERLY PERSONS AS FACTOR OF GLOBAL STABILITY: INTERNATIONAL PROGRAMS AND INITIATIVES

Abstract
The article considers studies of health of elderly population as major element of global stability in conditions of impetuous demographic aging covering countries of the Global North and developing countries. It is noted that by 2050, the share of the elderly will exceed 20% of world population that requires reconsideration both national and international strategies in health care, social care, economics and political sustainability. The health of the elderly is considered both in medical terms and in broad social political context as resource maintaining fiscal resilience, decreasing epidemiological risks, strengthening solidarity of generations and forming inclusive societies. The article analyzes leading international initiatives, including the WHO program “The Decade of Healthy Aging”, the UNDP and the UNFPA projects, regional strategies of the EU, ASEAN and other organizations. The key structural barriers are identified preventing implementation of such programs i.e. global inequality in access to medical services, poor inter-sectoral coordination, institutional gaps and insufficient digital inclusion of the elderly. The necessity of institutional development towards global age governance, including establishment of specialized UN body, development of international legal statements on the rights of the elderly and formation of global monitoring system. it is emphasizes that health of the elderly is to be considered as central axis of political and humanitarian agenda of the XXI century, shaping trajectory of sustainable development of global society.

THE NATIONAL MEDICAL RESEARCH CENTERS AS PARTICIPANTS OF IMPLEMENTATION OF SCIENTIFIC PLATFORMS OF MEDICAL SCIENCE

Abstract
The article analyzes 14 scientific platforms fixed by the Strategy for the Development of Medical Science in the Russian Federation up to 2025. The role of national medical research centers (NMRC) subordinate to the Ministry of Health of the Russian Federation in their implementation is also considered. The analysis of the quantitative distribution permitted to identify leaders both among participants of NMRC and among scientific platforms themselves, as well as to assess contribution of NMRC into their implementation. The results of the study provide an opportunity for preliminary qualitative assessment of degree of interdisciplinary in implementation of one or another scientific platform. The relationship is established between national priorities determined by scientific platforms and world trends in the field of medicine and health care, corresponding to subject areas of foreign international databases of scientific citation. To identify priority thematic directions of scientific research, scientometric analysis of publications for 2021–2023 by 58 subject categories of Web of Science in the field of medicine and health care for the world and the Russian Federation with calculation of Russia's contribution into world publication landscape. The implementation of scientific platforms involves NMRC, which have both thematic profile and topics of research carrying out within the framework of state tasks ordered by the Ministry of Health of Russia, corresponds to content of scientific platforms themselves.

The Problems of People-Ware of World Health Care in 1995–2024: Appraisals and Recommendations

Abstract
In 1995–2024, development of health people-ware as the most important resource of health care systems, actively discussed by world community under the WHO leadership. Since 2004, global health people-ware situation is characterized as being in crisis. The significant shortage of personnel is intensifying, first of all in countries with mean and low income. The situation is worsening because of uneven staff distribution, losses due to internal and international migration, shortcomings in staff training and management. About 70% of workers in health care and social care are women who badly need step-up of professional status. Since 2010, movement towards universal health care services coverage started. Since 2011, under leadership of the Russian Federation, struggle with noncommunicable diseases is advanced. The UN “Agenda for Sustainable Development for the period up to 2030” became main guiding document since 2015. The COVID-19 pandemic confirmed key role of health care workers in ensuring population needs in health, as well as global, regional and national security. Since 2023, it is proposed to adapt health people-ware to the post-pandemic situation.

THE CHARACTERISTICS OF FEEDING BEHAVIOR OF POPULATION OF ELDERLY AGE GROUPS

Abstract
Purpose of the study is to analyze characteristics of feeding behavior (FB) in persons aged 60 years and older. The data of characteristics of FB were received through questionnaire survey of 1,045 men and women aged 60 years and older and residing in Moscow. The average age of respondents was 71.08±1.3 years. In the sampling, percentage of men was 36% and of women 64%. The following characteristics of FB were studied: frequency of food intakes, regularity of food intakes (compliance of regimen of food intake), qualitative composition of food, significance of quality of food consumed (compliance of requirements to feeding safety), as well as fact of consumption of flour, sweet and carbonated sugary drinks (compliance of regimen of caloric content). It is established that most of men and women of elderly age groups ingest food three or more times per day. The irregularity of feeding is the most common type of FB among representatives of elderly age groups, especially in women. However, with age increasing, percentage of people consuming food at different times decreases. In the first half of the day, the largest amount of food is taken by minority of polled representatives of elderly groups, regardless of gender. But with aging, the prevalence of such a behavior increases. The most men and women of elderly age groups also take food between their main intakes and most of them do it irregularly. The common practice of tea-drinking (coffee intake) between main food intakes is widely applied. Only minority of respondents of the elderly age groups carefully watch quality and composition of food consumed. The every fifth representative of studied age group did not follow rules of feeding and did not watch quality and composition of food consumed. Among the representatives of the elderly age groups, both men and women are highly committed to flour and sweet foods and dishes. No significant age differences in characteristics of food intake in population of elderly age groups was established.

The Results of Experimental Primary Telemedicine Consultations of Patients on Profile “Otorhinolaryngology” in Out-Patient Conditions

Abstract
In conditions of impetuous development of informational communicative technologies and intensification of need in remote medical services experiment on formation of telemedicine consultations acquires special actuality. The study is targeted to developing and testing experimental model of telemedicine reception of patients of otorhinolaryngology profile under out-patient conditions. The experiment consisted of two-stage examination (simulation of telemedicine consultation followed by in-person examination) and involved 10 qualified otorhinolaryngologists and 370 patients of municipal policlinic. The analysis of study results permitted to establish that preliminary remote diagnosis coincides with final face-to-face examination in 74.05% of cases. The study results demonstrated that telemedicine consultations in out-patient conditions can be an effective tool for diagnostics and treatment prescription in case of uncomplicated diseases of upper respiratory tract. In 88.65% of cases, treatment recommendations provided at first stage corresponded to ones prescribed after complete examination. The main limitation of telemedicine reception occurred impossibility to perform full-value physical examination.

THE ATTITUDES FORMING HEALTH-PRESERVING BEHAVIOR IN STUDENT YOUTH

Abstract
The article presents results of comprehensive study using qualitative and quantitative research strategy with purpose to investigate attitudes of the students' youth related to health preservation. The object of the study is students' attitude to their own health. The theoretical concepts of health preservation in youth's environment. The sociological characteristics of attitude of students to health and specificity of understanding health among international students are demonstrated. The factors affecting formation of attitudes of health-preserving behavior of the youth are identified. The attitudes of health-preserving behavior are classified as social cultural and social economic ones. The presented sociological data was obtained through sociological survey of students of Moscow and St. Petersburg and 6 focus group interviews. It is demonstrated that students are aware of importance of maintaining health for their further life. The health occupies the fifth position in structure of values. The young people are disposed to rely on opinion of their parents. The Internet resources are also popular. Despite limited financial resources, young people are ready to purchase quality goods to support their health. In conclusion the fact is established about necessity to develop social technologies targeting achievement balanced health-preserving behavior of the youth.

The Innovative Technology of Life Support of Low Mobile Citizens in Conditions of Emergency Situation

Abstract
The article presents analysis of experience of elimination of the COVID-19 pandemic from position of implementation of restrictive measures and their impact as damaging factors on the elderly and citizens with limited mobility under emergency situations. It is established that inclusion of low-mobility citizens and people in conditions of forced self-isolation into life support algorithms increases efficiency of rescue measures. The structure responsible for implementation of the given function is contact center, a division of operational headquarters for elimination of emergency situation. Using beforehand formed database of register of people with limited mobility and well-established communication channels, operators of contact center organize informational methodological support, remote monitoring and correction of vital functions, as well as efficient evacuation and hospitalization of citizens belonging to the given category.

The Characteristics of Course of Pregnancy and Perinatal Outcomes in Women with Gestation Diabetes Mellitus (The Results of Ten-Years Research)

Abstract
The gestational diabetes mellitus is defined as disorder of glucose tolerance that is first detected during pregnancy. The purpose of the study was to investigate course and outcomes of pregnancy in pregnant women with gestational diabetes mellitus over 10 years. The analysis of course of pregnancy, childbirth and condition of newborns of 2363 women with gestational diabetes mellitus, observed in Ivanovo antenatal clinics in 2014–2023, was carried out. The analysis established increasing of rate of such complications as threatened early miscarriage, threatened late miscarriage, cervical insufficiency, toxicosis of pregnancy, anemia, chronic arterial hypertension, gestational arterial hypertension, moderate and severe preeclampsia, eclampsia, placental insufficiency, fetal growth restriction syndrome, chronic intrauterine fetal hypoxia, polyhydramnios, intrauterine fetal death, placenta previa, premature separation of normally located placenta, diabetic fetopathy. The childbirth was complicated by prenatal rupture of amniotic fluid, weakness of labor, dis-coordination of labor, clinically narrow pelvis, shoulder dystocia, and operative delivery. In newborns, congenital malformations, renal pyelectasia, and respiratory distress syndrome were diagnosed. The connecting-link between organism of mother and developing fetus is placenta. The various changes affecting maternal organism, including hyperglycemia, continue in formation of adverse events especially in placenta and subsequent development of negative complications and outcomes of pregnancy.

THE ETHICS OF BIOMEDICAL RESEARCH IN CONDITIONS OF DEVELOPMENT OF AI TECHNOLOGIES

Abstract
Nowadays, AI technologies are an integral part of modern science. The processes of broad implementation of AI technologies into research activities became a challenge to ethical foundations of science functioning as social institution, capable not only to change established characteristics of research processes, but also to cause risks of wide propagation of academic fraud. The AI tools have a number of advantages determining scales increase and expansion of areas of their application in processes of receiving and presenting scientific results. The article outlines directions of AI application in research activities. The various positions regarding capabilities of AI technologies at different stages of scientific search. The key ethical risks and areas of ethical reflection on AI tools of scientific research in the field of bio-medicine are emphasized. The formats of putting and solving problems of ethics of science on external and internal contour, including consideration of specifics of biomedical research involving humans are analyzed. The tasks of reflection on processes of research transformation under AI influence and development of guidelines of proper application of AI technologies are substantiated. The tasks of maintaining quality of scientific research and compliance with established ethical standards of science are considered

Abstract
This report is the second part of article devoted to history of development of pharmaceutical law. The second stage of development of regulatory norms in the field of pharmaceutical circulation is described. In XX century in conditions of developing pharmaceutical industry and expanding medication market the center of creation of regulatory acts shifted from European countries to North America. The European lawmakers when developing normative base for sphere of circulation of medications took into account experience and approaches of legal regulation in the USA. In the European states and the USA by the end of XX century harmonized complexes of legal norms in sphere of circulation of medications formed on the basis of national special laws on medicinal remedies.

The development of matrix organizational technology of implementation of new methods of diagnostic treatment and rehabilitation in multi-field hospital

Abstract
The purpose of the study is to develop matrix organizational technology to implement new methods of diagnostic treatment and rehabilitation in multi-field hospital. The study involved sampling of 47 experts. In total matrices were filled in for 44 methods of diagnostic treatment rehabilitation and prevention. At that one method could belong to two types. For example it could be applied both as prevention and as treatment method (endovascular surgical correction of cardiac arrhythmia with implantation of frequency-adapted three-chamber pacemaker). The matrix begins with passport section. The initial step of filling procedure is identification of type of medical care to belongs considered method. The types of method (preventive diagnostic therapeutic) are arranged horizontally in matrix. If method is comprehensive one integrating for example elements of diagnostic and treatment then its positioning is to be reflected in two corresponding columns of matrix. The proposed matrix organizational technology of implementing new methods of diagnostics treatment and rehabilitation in multi-field hospital permits to neatly arrange priorities of implementation of necessary management decisions and organizational activities both at the stage of implementation planning and at the stage of implementation proper of innovative technology in multi-field hospital.

THE DEVELOPMENT OF ORGANIZATION OF SOCIAL REHABILITATION MEASURES FOR PATIENTS WITH MENTAL DISORDERS

Abstract
The basic direction of the implementation of national projects in health care is development of primary health care, including specialized one of patients with chronic non-epidemic diseases and increasing of efficiency of dispensary observation. Among such diseases are mental disorders requiring dispensary observation as key measure of medical care. According to clinical guidelines for diagnosis and treatment of mental disorders, implementation of social rehabilitation is mandatory direction of dispensary observation for these diseases. The existing approaches to organization of social rehabilitation in psychiatry require further development and improvement in conditions of introduction of new normative legal documents. The article reflects experience of organization of social care of patients with mental disorders at the regional level, considering team forms of work. The normative legal support of activities, main functional responsibilities and tasks of social worker are studied, taking into account work with such patients. The role of social worker in medical social care of patients with mental diseases is analyzed. The measures are elaborated to develop organization of social rehabilitation programs considering implementation of team forms of work. The efficiency of their implementation is evaluated. In 2019–2024, in the Irkutsk Psychoneurological Dispensary, the number of social workers increased from 8.75 to 27.5 full-time positions.

THE METHODOLOGY OF SYSTEM MONITORING OF MEDICAL STATISTICAL INDICATORS OF CHILDREN TRAUMATISM

Abstract
The article presents results of the study in 2006–2022 of children morbidity, traumatism, mortality and factors affecting process of formation of individual risk of occurrence of injury in children. The study permitted: to distribute territories of the Orenburg Oblast according to level of average value of indicator of children traumatism and its increasing rate; to develop new management technologies in organization of medical care of children population under traumatism; to evaluate rate and prognosis of children traumatism with informing administrative staff of territories of the Region; to intensify work of interdepartmental interaction in terms of reducing children traumatism and minimizing risks of its occurrence, complications and lethal outcomes under medical care provision.

The Certain Aspects of Development of Medical Volunteering and Charity Activity in Medical Social Sphere in Countries of the Central Asia

Abstract
The article considers particular characteristics of becoming and development of medical charity and volunteering in the countries of the Central Asia (Kazakhstan, Kyrgyzstan, Uzbekistan, Tajikistan, Turkmenistan). The analysis of databases of the World Health Organization, the World Bank and the program “The United Nations Volunteers” revealed key trends and problems of development of medical social initiatives in the Region. It is demonstrated that medical volunteering performs compensatory, integral, innovative and educational functions promoting to increase accessibility of medical care, consolidation of social solidarity and modernization of public health. It is established that volunteering and charity practices become important element of social infrastructure in the countries of the Central Asia. However, their institutionalization and professionalization continue to be incomplete. The directions of further development are grounded: formation of legal fundamentals, certification of volunteers, digitization, integration into national strategies of sustainable development.
