THE COST OF SOCIAL CONSEQUENCES OF NARCOTIC SUBSTANCES USING IN RUSSIAN AND EUROPEAN STUDIES: PUBLICATIONS REVIEW

Abstract
The article analyzes the practice of estimating social economic losses of society from drug consumption implemented in Russia and European countries from 2002 to the present time. Purpose of the study is to identify objective indicators and advantages of various calculation methods applied to analyze of foreign and national practice of estimating social and economic losses of society from drug consumption. The analytical method was applied to analyze various approaches to estimating social economic losses of society because of drug consumption in various countries. The sampling of articles was implemented in accordance with the PRISMA guidelines in the PubMed, Google Scholar and eLibrary databases. It is established that in various studies assessing value of social cost of drug consumption, different methodological approaches are applied, which affects the results of assessment. The magnitude of social cost of drug addiction in the studies ranged from 0.00023% to 4.7% of the Gross Domestic (National) Product (GNP). The large part of social cost of drug abuse in GNP is mostly conditioned by estimating number of hidden drug users during the study, as well as by optimal approach in calculating expenditure categories. The assessment of amount of economic losses of society because of drug traffic is needed to make correct management decisions within the framework of implementation of state drug policy at various levels. This approach can help to better use of the public financial resources.

THE PREVALENCE OF EMOTIONAL BURNING-OUT SYNDROME OF MEDICAL WORKERS IN THE RUSSIAN FEDERATION: SYSTEMATIC REVIEW AND META-ANALYSIS

Abstract
The burnout is a syndrome that occurs as a result of chronic stress at workplace that is extremely difficult to successfully manage. Many epidemiological studies concerning professional burnout of health care workers were already implemented in Russia. The purpose of the study was to assess overall burnout prevalence rate among health care workers practicing in Russia. We carried out systematic review of original publications in Russian and English though from eLibrary/ MEDLINE/PubMed, Cochrane and Google Scholar databases. Out of 408 results obtained during primary databases search, 61 publications were selected with range of burnout prevalence from 4.2 to 96.7%. Out of them 29 publications that applied the Maslach Burnout Inventory technique as burnout assessment tool to implement meta-analysis were selected. The meta-analysis included data of 5 497 participants. At that, total prevalence rate of burnout among health care workers made up to 61% [95% CI; 52–69%]. Thereby, burnout syndrome is to be considered as important problem of the national health system that requires standardized approach in assessing, diagnosing and monitoring.

THE SOCIAL AND MEDICAL ASPECTS OF FALLS IN ELDERLY AND SENILE AGE UNDER EYESIGHT DEFICIENCY

Abstract
The aging of population is accompanied by simultaneous increasing of rate of age-associated ophthalmic diseases resulting in vision decreasing. However, visual impairment in elderly and senile age is rarely considered in the epidemiology of falls in these groups. The purpose of the study is to investigate medical social aspects of falls in older age groups with visual impairment. The retrospective methodology was applied to study falls in 4832 elderly and senile patients with visual impairment due to cataract glaucoma, diabetic retinopathy and age-related macular degeneration. The high incidence of falls in men and women aged 80 and older, amounting to 82.6 and 125.7 cases per 1000 of population of corresponding age respectively was established. The falls in elderly patients with low vision is more often registered in case of diabetic retinopathy than of glaucoma, cataract and age-related macular degeneration without significant differences at the age 50–59 years and 60–69 years. The diabetic retinopathy is the most common cause of falls requiring hospitalization in all age groups. To In reducing prevalence of falls and resulted hospitalization, to optimize traumatological care of patients of older age groups, the priority is for early identification and treatment of people with diabetic retinopathy.

THE STUDYING OF MOTIVATION OF STUDENT YOUTH TO HEALTHY LIFE-STYLE

Abstract
The article considers motivation of students to maintain healthy life-style. The empirical study was carried out on the basis of the Institute of Social Sciences and Mass Communications of the The Belgorod State National Research University (n=440; proportional sampling was based on characteristics of gender, age and course of education). The study results concerning most preferred sources of information about healthy lifestyle, factors of formation of attitudes and habits of healthy life-style, subjective ideas about one's own health and components of healthy life-style are analyzed. The study established that unstable motivational attitudes to healthy life-style are associated with lacking of awareness of value of health as most important factor of life well-being, conniving attitude to one's own health, lacking of competence in matters of health dependence and various aspects of life, lack of formed behavioral standards of healthy lifestyle. The conclusion is made about necessity of forming sustainable motivation for healthy life-style in students.

THE COMPARATIVE ANALYSIS OF DYNAMICS OF INDICATORS OF MORBIDITY OF ADOLESCENTS IN THE REGIONS OF THE NORTHERN-CAUCASUS FEDERAL OKRUG

Abstract
The purpose of the study is to establish main trends in morbidity of adolescents (15–17 years old) in the regions of the Northern-Caucasus Federal Okrug in 2011–2020. The study is based on data of statistical reports on primary and general morbidity of population aged 15–17 years for 2011–2020. The results. The epidemiological situation concerning morbidity of adolescents in the Russian Federation and the Northern-Caucasus Federal Okrug is characterized by positive trend over the analyzed period. The deterioration of epidemiological situation is observed in the Karachay-Cherkessia Republic (KChR) where absolute increase in overall morbidity of adolescents comprised 105.3% and primary morbidity 49.0% and in the Stavropol Territory (ST) — 23.0% and 27.5% correspondingly. The decrease of morbidity of adolescents is observed in the Republic of Ingushetia (RI) (by 56.9% and 51.7%) and in the Chechen Republic (ChR) (by 34.6% and 45.0%). In the Republic of Dagestan (RD), an increase of overall morbidity (by 114.0%) is accompanied by decreasing of primary morbidity (by 13.2%) and in the Republic of North Ossetia-Alania (RNOA) (absolute increase in overall morbidity by 7.8% and decrease of primary morbidity by 7.0%). In the Kabardino-Balkaria Republic (KBR), there is absolute decreasing of overall morbidity (by 1.7%) with simultaneous increase of primary morbidity of adolescents (by 24.2%). However, there are features inherent in most of analyzed regions of the Northern-Caucasus Federal Okrug. The increase of overall morbidity of eye diseases in adolescents is registered in six out of seven regions with exception of the RI, the increase of primary morbidity occurred in four of them (KChR, RD, KBR, ST). The increase of general and primary morbidity of ear diseases is registered in five regions (KChR, RD, RI, KBR, RNOA). The increasing of morbidity of neoplasms registered as common for five regions (the KChR, RD, RI, KBR, the ST) and as primary one in four of them (with the exception of the ST). The conclusions. In the regions of the Northern-Caucasus Federal Okrug multi-directional dynamics of indicators of general and primary morbidity among adolescents was established with predominance of particular classes of diseases. This result testifies absence of unified policy in the field of public health targeted to maintaining healthy life-style in adolescents.

THE SANITARY CONSTITUTION AND SOMATIC STATUS OF STUDENTS ON TERRITORY OF THE PRIVOLZHYE FEDERAL OKRUG

Abstract
The features of sanitary constitution of students of the Nizhniy Novgorod region related to gradation of intra-group somatologic characteristics are presented. The results of anthropometric screening of 10 400 students of the Nizhniy Novgorod Oblast (boys/girls 5100/5300) aged 7–17 years were analyzed; body types were evaluated according to the Darskaya S. S. methodology; biological age — according to the Maximova T. M. methodology; physical development groups — according to the Baranov A. A. and Kuchma V. R. methodology. The typology was considered in formation of age and gender groups. They intra-group statistical analysis was implemented. The patterns of somatotyping were established. In boys/ girls main types were thoracic type 58.9/67.3%, muscular — 21.6/17.4%, asthenoid — 9.1/8.2%, digestive — 7.3/8.3% and indefinite — 3.1/3.2%. The age factor significantly (p < 0.05) modifies dynamics of distributions of somatic types. The significant (p < 0.01) heterogeneity on the factor of biological maturation level was demonstrated in 66.0/68.6% of biological age corresponded to passport age, lag in 19.7/15.3%, advance in 14.3/16.1%. The decelerating ones in 30.9% of cases demonstrated thoracic somatotype with a single occurrence of asthenoid body type. In pre- and post-puberty individuals with thoracic somatotype in 57.0% had passport age that corresponded to biological age. For children with advanced type thoracic and muscular body types are specific and the digestive somatotype is specific only to advanced type (p = 0.01). The body typologies in combination with levels of biological development individualize characteristics of growing organism. The rate of maturation decreases its informative significance in post-puberty period. The individuals with different somatotypes are characterized by intra-group morphofunctional features.

THE PROBLEMATIC ASPECTS OF IMPLEMENTATION OF COCHLEAR IMPLANTATION

Abstract
In the conditions of sanctions and aggravation of trade relations, the issue of importing many categories of goods is rather sharp. At that, goods of medical purposes as one of most import-dependent category faced great difficulties associated with their lacking in adequate quantities for planned support of patients. The cochlear implantation at the moment of implementation of restrictions was built on almost 90% of imported implants and their components that makes considered topic especially actual. The article considers in detail basic principles of cochlear implants functioning. The customs statistics regarding importation of implants is analyzed. The procedure of organizing work on implantation and postoperative rehabilitation is examined. The main problematic aspects in industry were identified and recommendations for their elimination were formulated.

THE MEDICAL SOCIAL MEASUREMENTS OF CONDITIONS OF PROFESSIONAL ACTIVITY OF VEGETABLE-GROWERS OF PROTECTED SOIL

Abstract
The working conditions in hothouse farming, medical social possibilities and limitations of prospects of professional longevity affect quality of life of employees and their family members, influencing development of state policy in health care, occupational safety and employment. The article identifies and describes, on the basis of sociological quantitative and qualitative methodology, medical and social problems of modern greenhouse farming. The quality of medical support in this professional field is assessed. The main factors of shortening of length of professional experience are established. The conclusions are made that professional resources of protected soil vegetable-growers are characterized by lacking of special education that to a certain degree is compensated by acquired long-term work experience. The main factors obstructing involvement of employees in this profession are physically hard labor and inconvenient operating conditions. The medical support of professional and labor practices in greenhouse farms is as rule only formal. Prevention and treatment of acquired diseases is implemented mainly in home conditions, in polyclinics of place of residence and in private medical organizations at the employees’ own expense. The professional longevity does not cover retirement age by reason of debilitated health because of unhealthy working conditions and wide spectrum of acquired diseases.

THE SHIPBOARD DIGITAL TECHNOLOGIES AS A MEASURE TO PREVENT HEALTH DISORDERS IN CREW MEMBERS

Abstract

The stress brings on many diseases and causes significant harm to human health. On the board of vessel, the state of increased or high anxiety is conditioned by specifics of profession and impact of rapidly changing external exposures. The organization by shipowner of proper rest conditions for crew members will permit to implement requirements of international and national regulatory documents and to become a preventive measure of reducing number of cases of suicide at sea. The possibilities of physical activity on board are limited. In this regard, application of modern digital technologies in health maintenance is relevant. The article presents guidelines of the Labor Convention of 2006 of assuring recreation conditions for crew members, the basic requirements governing the pro that regulate measures of their health support and medical care. The possible directions of organizing specified conditions to prevent occurrence of stressful situations on ship board are designated.

THE OPTIMIZATION OF ROUTING OF PATIENTS WITH ATHEROSCLEROSIS OF BRACHIOCEPHALIC ARTERIES AS EXEMPLIFIED BY PREVENTIVE EXAMINATION IN “HEALTHY MOSCOW” PAVILIONS

Abstract
The article presents analysis of the program of preventive examinations of Moscow residents in the “Healthy Moscow” pavilions and the routing of patients with established atherosclerosis of brachiocephalic arteries. In 2022, within the framework of preventive examinations (check-ups) of Moscow residents in the “Healthy Moscow” pavilions, the pilot project of organization of surgical treatment of patients with established pathology of pre-cerebral arteries. The project included additional ultrasound examination of brachiocephalic arteries of males aged 45–72 years and females aged 54–72 years. the brachiocephalic artery stenosis was detected in 14 688 out of 370 416 people (4.0% of those passed the check-up). The stenosis was diagnosed in more than 50% — 1 369 people, 9.3% of all stenoses or 0.4% of those passed the check-up). At diagnosis of stenosis, more that 70% of patients were offered to undergo screening ultrasound examination at the “N. V. Sklifosovsky Research Institute of Emergency Care of the Moscow Health Department”. The consultation was received by 117 patients out of 254 people. Out of them 22 patients were referred for additional examination, 70 patients for outpatient treatment, 25 patients for surgical treatment. The preventive examination of population organized in the “Healthy Moscow” pavilions permitted to identify sufficient number of patients requiring additional examination with following outpatient and/or surgical treatment of brachiocephalic artery stenosis who timely received necessary care. This result was facilitated by a number of organizational methodological measures implemented jointly with the Moscow Health Department”.

THE COMMON MORBIDITY OF CHILDREN POPULATION IN CONDITIONS OF PROPAGATION OF NEW CORONAVIRUS INFECTION COVID-19 IN 2017–2019

Abstract
The health of children population is one of the indicators of the social and epidemiological well-being of society. The purpose of the study was to study main trends of propagation of various classes of diseases in children population in conditions of propagation of the new coronavirus infection. The data of Rosstat for the Udmurt Republic covering the pre-COVID period (2017–2019) and the period of COVID-19 propagation (2020–2021). The analytical method, descriptive statistics technique, the calculation of intensive and extensive indicators were applied. It is established that in 2017–2019, general morbidity of the children population aged 0–7 years decreased by 8.7%, while in conditions of higher propagation of COVID-19 (2020–2021) there was an increase by 11.0 %. In the children population aged 0–14 years, general morbidity decreased by 10%, and hereinafter it increased on 12.1%. At that, in the pre-COVID period in children population aged from 0 to 17 years, morbidity rate decreased for 14 classes of diseases, for 15 classes in children population aged from 0 to 14 years. During the period of higher propagation of COVID-19 morbidity rate for only 5 classes of diseases decreased in both age groups of children population.

THE APPLICATION OF STATISTICAL PROGRAMS AND METHODS OF DATA MATHEMATICAL PROCESSING IN OBSTETRICS AND GYNECOLOGY

Abstract
In recent decades, evidence-based medicine acquired special importance in medicine. Therefore, proper presentation of data obtained in scientific research is extremely important. The statistical data processing, being an integral part of this process, often causes difficulties for researchers and its incorrect application results in distortion of results obtained. The purpose of the study is to comparatively analyze programs and methods of statistical data processing applied in dissertations on obstetrics and gynecology in 2011–2021, to examine trends in choosing them depending on specificity of research issue and to identify shortcomings erred by authors in choosing or describing data processing methods. The sampling for analysis included 258 abstracts of candidate's dissertations in the specialty “obstetrics and gynecology”, defended in 2011–2021. The analysis covered the programs and methods of mathematical data processing. Over the past decade, significant complication of statistical processing of results of clinical trials in obstetrics and gynecology occurred in part of methods applied. The application of binary logistic regression and discriminant analysis increased most significantly over the past decade. Such sophisticated methods of statistical data processing as factor analysis, decision trees, ordinal logistic regression and neural networks began to be used too. The trend of gradual replacement of parametric methods (Student's t-test, one-way analysis of variance) by such corresponding non-parametric methods as Mann-Whitney test, Kruskal-Wallis test. The Microsoft Excel and Statistica were used most often for data processing. In recent years, the software SPSS Statistics is actively applied. However, problems in describing statistical methods used in dissertations continue to be present. In significant part of dissertations information about statistical program applied, methods of assessing of quantitative data distribution and criteria of significance of obtained results is absent. The proper application of statistical programs, methods of information processing, adequate interpretation of results as well as provision of complete information about methodological support are the key points to carry out modern research resulting in trusted attitude to scientific work and its results.

THE APPLICATION OF DIGITAL TECHNOLOGIES IN PROFESSIONAL EDUCATION

Abstract
The article presents review of foreign publications reflecting application of digital technologies in medical professional education. The most common pedagogical innovations are considered: digital textbooks and multimedia, simulation modeling, virtual learning environment and augmented reality, cloud technologies, gamification and artificial intelligence. It is noted that application of digital technologies is seen as constant of future professional education. However, current practice of digitization of educational process of training medical personnel is ambiguous and requires careful study and constant monitoring in order to determine main advantages of digital technologies, methods, didactic practices and other elements ensuring quality and effectiveness of the educational process.

THE SHORT CHARACTERISTIC OF PARTICULAR ASPECTS OF OF PUBLIC HEALTH OF GREECE, SPAIN, BULGARIA

Abstract
The article presents short characteristic of relevant scientific publications concerning some aspects of public health of Greece, Spain and Bulgaria and presented in the PubMed database in 2014–2020. The rather high indicators of life expectancy, low values of maternal and infant mortality are marked. The best results are established in Spain. The high prevalence of chronic non-communicable diseases and their risk factors persists in countries analyzed, especially in Bulgaria and Greece. The health care systems of Greece, Spain and Bulgaria implement projects of digital transformation of medical care support. The most successful in this respect is Spain, while in Bulgaria and Greece information systems in health care remain fragmented.

Abstract
The series of articles is devoted to examination of history of implementing the Government program of supplementary medicinal support from the point of view of conditions of development of pharmaceutical market in Russia. The research is based both on the interviews with pharmaceutical market participants and government administrators organized in 2020–2022, and research publications in specialized editions. The first experience of close interaction between the pharmaceutical business and the Government in implementing social policy is analyzed. The first report reveals concept of developing given program, demonstrates its commercial and social attractiveness.

THE ESTABLISHMENT OF DENTAL SUBSECTION OF THE PEOPLE'S COMMISSARIAT OF HEALTH CARE AND BECOMING OF NATIONAL STATE DENTISTRY IN 1918–1921

Abstract
In 1918, the Dentistry subsection of the People's Commissariat of Health Care was organized with purpose of establishing national public free qualified state dental care. The organized institution was headed by P. G. Dauge, the dentist by education and the associate of Lenin by revolutionary activity. He developed dentistry reform plan as far back as the Revolution. The plan provided for organizing state dental clinics on the basis of requisitioned private dental offices and their former owners left without implements were to be engaged into public service. This process was regulated by the resolutions developed by the Dentistry subsection and adopted by the People's Commissariat of Health (“On the state organization of dental care in the Republic”, “On labor service of medical personnel” ) as well as by numerous instructions and circulars. The main problems when organizing state dentistry became missing or inadequate financing, deficiency of equipment, required instruments, materials and medications as well as reluctance of dentists to be deprived of their offices and to change to state service. The organization of national state dental care was impeded by military mobilization of dentists and dental technicians that resulted in more than one third of specialists found themselves in the Red Army. The state outpatient clinics network, organized in conditions of war communism, decreased drastically after transition to the new economic policy in 1921.

THE SIGNIFICANCE OF IDEAS AND FIRST EXPERIENCES OF A. A. BOGDANOV FOR DEVELOPMENT OF TRANSFUSIOLOGY IN RUSSIA

Abstract

The article considers the period of becoming of transfusiology in the USSR that fell on times of the First World War, the October Revolution, the Civil War and scrambling for power of various political forces. This scramble resulted in victory by forces that did not consider A. A. Bogdanov as an ideological enemy. It allowed him, already withdrew from political activity, to develop and to embody his concept of blood transfusion even in conditions of shortage of resources. The development of theory of A. A. Bogdanov from his early literary works to first experiments with blood transfusion is demonstrated. He carried out these experiments jointly with like-minded persons in conditions of the “underground” and active discussion at the highest state level necessity of establishing special Institute of blood transfusion in the country. Particular biographical information demonstrating ability of man to sacrifice oneself in searching the Truth are presented. The 2023 is the year of one hundred fiftieth birthday and the ninety fifth death anniversary (the death resulted from failed experience on oneself) of A. A. Malinovsky (Bogdanov) — the revolutionary, psychiatrist, politician, philosopher and man of letters.

Abstract

The author, on the grounds of archival documents discovered by S. N. Zatravkin and cited in Chapter I of the new book by S. N. Zatravkin and E. A. Vishlenkova, comes to conclusion that the Soviet history of medicine as scientific discipline did not exist. The history of medicine in the USSR must be written anew, using accumulated factual base after verification with primary sources and observing the rule of source criticism and comparative method.

Abstract
The article considers particular aspects of the problem of studying the history of medicine in the USSR as educational and scientific practical discipline. On one hand, the history of medicine as educational academic discipline can quite be “ideologized”, since education implies not only learning but also education of young man as patriot and citizen. On the other hand, history of medicine as scientific practical discipline is to be delivered from politics and ideology. However, this is determined in greater degree not so much by totalitarian pressing or liberalism of social system as by professionalism and world view of researcher. The monograph by S. N. Zatravkin and E. A. Vishlenkova ““The Clubs” and “the ghetto” of the Soviet Health Care” (2022), dedicated to the Soviet health care and its ideological essence, also is considered. The high significance of the book for understanding of becoming of medicine in the USSR is emphasized. However, this scholar work does not consider medical care of population of the country in clinics of medical universities and academic research institutes of the USSR. Enough attention is not paid to the history of medicine in the USSR as a science. The role of scientific schools in creating foundation for development of medicine in Russia in the late XX and early XXI centuries.

THE EFFECT OF COVID-19 PANDEMIC ON ATTITUDE OF INTERNET-SPACE SURFERS TO PROFESSIONAL ACTIVITY OF PHYSICIANS IN RUSSIA

Abstract
The content-analysis was applied to messages (created in April-May of 2018, 2020, 2021 and 2022) from Internet. The drastic increase of interest of audience to issue of medical care support and professional activity of physicians during period of increasing of morbidity of COVID-19 was established. The changing of basic sites for placement of content notably augmentation of mass media role was noticed. The increase of interest to research issue in audiences older than 60 years and in individuals with secondary special education was established. Furthermore, positive alteration of tonality of messages was noted. In 2018, on one positive message fell two negative messages. Starting from 2020, positive messages prevail over negative messages: 2020 — in two times, 2021 — 2.1 times, 2022 — 4.6 times. In absolute values, the number of messages of positive tonality increased up to 9.8 times in 2022 as compared to 2018. Starting from 2020, in the word cloud appeared words “gratitude” and “thank you”.

THE ANALYSIS OF POTENTIAL ISSUES OF SOCIOLOGICAL RESEARCH OF DEMENTIA PROBLEMS

Abstract
The article analyzes possibilities in sociological research of dementia and social problems it generates. In conditions of increase of unfavorable tendencies related to dementia, occurs decreasing of social status of patients and their relatives tending them, increasing of their socioeconomic maladjustment, deterioration of social and psychological well-being, stigmatization and even social isolation of individuals affected by the problem (including people working with patients with dementia). The dementia results in changes of social identity of patient and one’s relatives, image, quality and standard of living. The caregivers begin to devote less time to themselves and their basic needs. The contradictions in family are becoming more aggravated. The results of surveys demonstrate readiness of many Russians to hypothetically leave in family and provide home caring of diseased relative. The necessity of development of social institutes of curative preventive and social rehabilitative care increases. However, particular difficulties of carrying out sociological surveys of people with dementia that indicates necessity of approbation of special research methodologies. The research methods can vary from mass surveys to depth interview, from analysis of official documents to focus groups. In demand are study of public opinion, expert appraisal, surveys of nearest social environment to identify social risks conditioned by dementia, detection of social groups most affected by its negative impact, analysis of expectations and attitudes of social environment, possibilities of social adaptation and integration in society of those who anyway are affected by the problem, amelioration of their social positioning. of public opinion, expert assessments, surveys of the immediate social environment are in demand in order to highlight the social risks caused by dementia; to identify those social groups that are most susceptible to its negative impact; analysis of expectations and attitudes of the social environment, opportunities for social adaptation and integration into society of all those affected by the problem.

THE LOYALTY OF PATIENTS DURING CORONAVIRUS PERIOD: INVESTIGATION EXPERIENCE IN THE METROPOLITAN CHILDREN POLYCLINIC

Abstract
Two years after COVID-19 pandemic starting, the studies of patient satisfaction with medical services quality become topical again. The article presents the results of three-year project (2019–2022) of studying level of loyalty (Net Promoter Score) of legal representatives of patients of one of municipal children polyclinics. It is established that in Moscow, with implementation of first restrictive measures level of loyalty in the children polyclinic increased from 45% to 70%. In following years, level of loyalty was fixed at the level of 60%. The four groups of factors determining such changes as high level of panic moods due to pandemic, changes in organization of polyclinic functioning, energetic activity of mass media and users of social networks in glorifying image of medical workers and cultural psychological characteristics of Russians. The “optimistic”, “realistic” and “pessimistic” prognoses concerning further dynamics of level of loyalty are proposed. The conclusion was made that COVID-19 pandemic served as key factor of positive changes in assessments of patients (and their legal representatives) of functioning both of particular polyclinic and the Russian health care in general. As far as each following time coronavirus infection will cause less and less concern among Russians it can be expected the requirements presented to medical services will soon increase, that means workload of medical personnel will only intensify. The following prospective directions of organizing functioning of medical institutions are proposed: monitoring of psycho-social indicators of medical personnel, implementation of telemedicine technologies, transfer of part of functionality of physicians and nurses to specialists without medical education.

THE COMPARATIVE EVALUATION OF HETEROGENEITY OF URBAN AND RURAL POPULATION AGING AT THE REGIONAL LEVEL

Abstract
The article considers the process of population aging, which is evidently specific in economically developed countries for last quarter of the XX century. The increasing of population size older than able-bodied age in urban and rural population in the Irkutsk Oblast that is demonstrated by aging coefficient dynamic. In all studied territories increasing of this coefficient is revealed that characterizes transition of aging process in most areas of residence of urban and rural population to the level of III–IV stages (old and deeply old population). The dynamics of average age indicator is characterized by its stabilization at the level of stage II as aging population. The pensionary load on urban and rural population is increasing and it is higher in rural population. The increasing of this indicator is reflected in transformation of aging population (stage II) to old and deeply old population (stage III–IV). In most areas, coefficient of longevity is characterized by its increase in urban and rural population. The heterogeneity of aging differences between urban and rural population is smoothing out.

Abstract
The infantile cerebral paralysis is a significant medical social problem and economic burden for family, health care system and state economy in general since such children require organization of accessible environment and life-long rehabilitation maintenance. The purpose of the study is content-analysis of normative legal regulation of medical social rehabilitation of children with infantile cerebral paralysis in the Russian Federation. The analysis of main normative legal documents established that medical social rehabilitation is implemented in concordance with norms of international legislation and is regulated by provisions of Federal laws and other normative legal acts of the Russian Federation and its subjects. It was established that despite noticeable progress the legislation in this area has a number of significant shortcomings that adversely affect accessibility for children with cerebral palsy of high-quality and effective services of comprehensive medical social rehabilitation and requires improvement.

Abstract
Actually, the epidemiology is a dynamically developing medical science located at the intersection of social and biological branches of knowledge and bio-informatics. The new sources of data, the new methods create unique opportunities for epidemiologist. The number of epidemiological studies carrying out at the junction of several adjacent disciplines is increasing that requires harmonious interaction of specialists of different branches of medical knowledge. The change of the structure of global mortality towards chronic non-communicable diseases significantly affected the vector of epidemiological studies. Many interventional epidemiological projects are targeted to evaluation of effectiveness of new methods of prevention of cardiovascular, metabolic and oncological diseases. However, in recent years, the fight against unremembered infections affecting about 1 billion of people and taking away lives of 0.5 million people annually gained new importance. The current COVID-19 pandemic also affected epidemiology of communicable and chronic non-communicable diseases. Great attention is also currently attended to studying influence of social, economic and environmental factors on human health. The increase of average life expectancy of population contributes to development of epidemiology of the elderly. The new projects are initiated in the field of pharmacoepidemiology targeted to studying effectiveness of medications. The review of national and foreign publications considering current trends and achievements in the field of epidemiology. The reference retrieval engines such as PubMed, Google Scholar, CyberLeninka were used. The current directions of epidemiological research are analyzed. The challenges and development prospects of development of modern epidemiology are highlighted.

THE RESULTS OF ANALYSIS OF MORBIDITY AND MORTALITY OF POPULATION IN CONDITIONS OF COVID-19 PANDEMIC

Abstract
The COVID-19 pandemic has its own objective features associated with density of residence, organization and accessibility of medical care, migration characteristics of population, etc. Therefore, analysis of current situation with coronavirus in the Russian Federation, its Federal Okrugs and subjects is needed. The coronavirus infection resulted in significant changes in indicators of primary morbidity and mortality of population of the Russian Federation. The purpose of the study — to apply the results of analysis of primary morbidity of population of Moscow, the Central Federal Okrug and the Russian Federation in conditions of COVID-19 pandemic in developing recommendations on population health preservation. The monographic, statistical, analytical methods were applied. The official statistics data of Minzdrav of Russia and Rosstat were used. The comparative analysis of for the first time diagnosed morbidity (in 2020) in Moscow, the Central Federal Okrug and the Russian Federation established similar distribution of incidence rates for three key classes of diseases. The first rank place took respiratory diseases, the second one took traumas, poisoning and some other consequences of external causes and the third rank place took COVID-19. The decreasing of primary morbidity of population in the Russian Federation in 2019–2020 was established for almost all classes of diseases that is related to diminishing of dispensary and preventive activities concerning population. The morbidity rate of COVID-19 in the Federal Okrugs of the Russian Federation is presented. The ranking of subjects of the Russian Federation according to indicators of established pandemic was applied. The difference between the highest and the lowest morbidity rates of COVID-19 in the subjects of the Russian Federation made up to 16.8 times. The analysis established that COVID-19 determined increasing of life losses because of respiratory diseases (pneumonia in particular); circulatory system diseases (ischemic heart disease in particular); diabetes mellitus, etc. The statistical accounting of causes of death associated with COVID-19 is not accompanied by noticeable improvement of coding quality of other causes of death. The results of the analysis is be applied in developing management decisions.
