THE LONG-TERM TRENDS OF MAIN MEDICAL DEMOGRAPHIC INDICATORS OF THE REPUBLIC OF TATARSTAN: THE METHODICAL APPROACH TO STUDYING PROCESSES AT THE LEVEL OF THE REGIONS
Abstract
The article presents dynamic indicators of the medical demographic process in the Republic of Tatarstan in 1990–2023: number of births and deaths per 1000 population, age-specific fertility rates and fertility rate prognosis, infant and maternal mortality, life expectancy, primary morbidity, genitourinary morbidity. The trends in this area are analyzed considering two periods: pre-COVID period (1990–2019) and COVID-19 pandemic and its consequences (2020–2023). The study of long-term trends in the field of demography has scientific and practical basis and can be applied in developing methods to evaluate population reproductive potential and to build prognostic estimates in demographic sphere. The obtained results and conclusions can be applied, expanded and specified as methodical apparatus for studying demographic processes at the regional level.

THE COMPARATIVE ANALYSIS OF ASPECTS OF DEFENSE OF REPUTATION OF MEDICAL ORGANIZATION AND ITS PERSONNEL IN THE RUSSIAN FEDERATION AND CERTAIN FOREIGN COUNTRIES
Abstract
One of leading indicators ensuring stability of activities of medical organization is its business reputation. The conditionality of mutual dependency of reputation factor regarding medical organization and its personnel results in substantiation of necessity to study signs of its formation and variability of concurrent environment. In many countries, to defend reputation from infringements related to propagation in public space of detractive materials that fall short of reality legal institute of defamation is applied. The application for judicial protection, including mechanism of protecting reputation of medical workers gained by courts, permits to detail particular elements of substantiation of such offenses in practice. On the basis of formal juridical and comparative legal methods analysis of techniques and modes of defense of reputation applied in Russia and Germany was implemented. The establishment of differences in mechanisms of defense of business reputation of medical organization and its personnel in analyzed legal models provides the fullest perception of conditions of its implementation in practice.

THE PECULIARITIES OF IDENTIFICATION OF PHARMACEUTICAL PRODUCTION WITH WITH THE CUSTOM PURPOSES
Abstract
The concept of identification of goods implies establishment of its consumer qualities related to purpose, material of production, origin and other characteristics The specificity of customs identification is establishment of correspondence of moving good to data in accompanying documentation and to declared classification code according to Unified Commodity Nomenclature of the Eurasian Economic Union If category of good is complicated from point of view of customs classification then problems can occur related to custom control of reliability of declared data The negative legal practice of customs authorities related to passed classification decisions indicates on insufficiently investigated issue of identification of goods in customs purpose Within the framework of analysis of customs classifier it was established that pharmaceutical production is complicated category from point of view of customs identification as pharmaceutical production The neglect of such characteristics of good as material, purpose, area of application often originates conditions for inconsistent identification of pharmaceutical production in customs purpose The material characteristics of good established separately indicating to application with medical purposes and presence of good in pharmacopoeia doesn't prove labeling of production as pharmaceutical one The development of separate document establishing order of identification of pharmaceutical production is proposed

THE ACTUAL ISSUES OF INSURANCE OF PROFESSIONAL RESPONSIBILITY OF MEDICAL WORKERS
Abstract
The actuality of insurance of professional responsibility of medical workers is dictated by legal insecurity of physicians in conditions of annually increasing number of court proceedings. The amount of material liability under civil claims often amounts to large sums of money, which are difficult to be paid to physicians. To ensure protection of medical workers at executing their professional activities, it is reasonable to implement institute of insurance with marking out medical workers as subjects of insurance. This system, in case of medical malpractice, will permit to compensate damage to patients from insurance fund. This approach will contribute to more stable positioning of physician in medical sphere and permit to involve new specialists that is especially important in present conditions of personnel shortage. Among advantages of implementing insurance of professional liability of physicians is both increasing of patient satisfaction under receiving medical services at the expense of compensation for damage caused and reducing load on investigative committee at the expense of shortage of the number of incoming complaints. it is proposed to introduce ranked system of professional liability insurance for physicians that will be calculated for each medical worker individually. This approach will permit motivate physicians to perform services at qualitatively high level which will favorably affect the health care system as a whole.

THE LEGAL COMMUNICATIVE COMPETENCE OF MEDICAL LAWYER
Abstract
The article investigates content of competence and role of medical lawyer at resolving legal disputes in health care. The problem of legal protection of subjects of medical legal relationships is considered. The contradictions occurring in judicial practice related to application of legislation and interpretation of law in this area are revealed. The specifics of medical disputes are determined. The tendency of increasing level of conflict relationships in health care is noted. The necessity of special training of medical lawyer having profound knowledge of jurisprudence and medicine with purpose to ensure rights of citizens to qualified legal assistance is substantiated. The content of legal communicative competence of medical lawyer is demonstrated through criteria and indicators assessing level of formation of given component of personal professional qualities of specialist. The attention is paid to such alternative form of resolving legal disputes in health care as mediation, its advantages and as well as to status and role of mediator in process of reconciling medical legal conflict. The purpose of the study is to form new knowledge about importance of medical lawyer in system of relationships developing in regard of issues of protection of health of citizens. And also to apply substantive analysis of legal communicative competence of specialist resolving legal disputes and conflicts in the health care.

THE ISSUES OF IMPROVEMENT OF LEGAL REGULATION OF THE LEVEL OF FINANCIAL SUPPORT OF PERSONNEL OF EMERGENCY MEDICAL CARE IN RUSSIA
Abstract
The importance of timely and high-quality emergency medical care of population is undoubted. The increasing total morbidity at national level requires health care to be supported by needed number of medical workers per capita and their needed professional competencies. However, current working conditions of personnel of emergency stations and medical emergency teams in terms of professional workload and legal responsibility have no measure with low level of wages and social benefits. This situation resulted in massive outflow of specialists and reduction of the number of hospitals and medical emergency stations. Then necessity in developing constructive approaches to resolve current situation is obvious. The article considers problem of low financial support of personnel of medical emergency stations in order to identify and systematize impacting factors. The dynamics of population morbidity and the number of hospitals and ambulance stations was revealed. The system of payroll accounting of personnel of emergency stations, including special social benefits and assessment of professional workload was analyzed. The factors affecting the number of ambulance personnel were determined. The necessity to improve normative legal framework regulating wage level and social benefits for this category of medical workers and ambulance drivers is substantiated.

THE STUDY OF ROLE AND INFLUENCE OF MONTHLY CASH PAYMENTS ON SOCIAL SECURITY OF THE DISABLED
Abstract
The article examines monthly cash payments to the disabled that are established and disbursed by territorial body of the Pension and Social Insurance Fund of the Russian Federation. The purpose of the study is to identify significance of these payments and to develop recommendations to increase income of the disabled at the expense of system of proposed measures. The actuality of the study is conditioned by necessity of improving social security of the disabled in modern conditions. To resolve mentioned problem, original approach was applied, based on generalization and systematization of both Russian and foreign experiences and on application of results of sociological survey of the disabled. The methods of scientific abstraction, systemic approach, analysis of legislative base and publications, economic statistical analysis and sociological survey were applied. The results demonstrated necessity to develop such measures as organization of conditions for remote work of the disabled of able-bodied age, improvement of employment procedures in small and medium-sized enterprises, enhancing efficiency of vocational training of the disabled with various diseases, quarterly indexation of monthly cash payments to compensate inflation level, revision of cost of social services in natural form (medications, specialized products of diet therapy for disabled children, sanatorium treatment to prevent main diseases, free travel on commuter trains). The conclusion is derived about necessity of applying comprehensive approach in enhancing social security of the disabled considering both modern Russian and foreign experience and surmising adjustment of legislative base.

ON THE ISSUE OF REMITTANCES BY EXPATRIATES FROM CENTRAL ASIA TO RUSSIA DURING COVID-19 PANDEMIC UNDER THE PRISM OF MIGRATION NEOCLASSICAL THEORY
Abstract
The coronavirus crucially impacted working and living conditions of labor migrant workers within migration corridor between Central Asian states and the Russia Federation. It remains prior destination for labor migration in this entire macro-region. According to concepts of classic migration theories, migration flows are to be primarily determined by quite clear monetary factor — differences in working opportunities and wages — between labor markets of developing countries as donor and developed countries as receiver. The formed imbalance manifesting exactly in possibility for labor migrants to send repeated remittances to relatives back home, between very diverse post-Soviet states is one of these cases. However, despite crucially increased vulnerability in sphere of finances and employment, as well as complete uncertainty concerning nearest future, among labor migrants during peak in April of the first one, but the most damaging wave of propagation of new COVID-19 epidemic in Russia and highly likely following lack of attractiveness in immigration as such, migrants did continue to opt for further work and life there. Therefore, all this calls into question concept that most important argument in favor of labor migration is very potential possibility to earn more money abroad because other aspects and/or their combination also play no less role.

THE RECOMMENDATIONS ON PRESERVATION OF MENTAL HEALTH OF SAILORS IN MERCHANT SHIPPING UNDER IMPLEMENTATION OF STRATEGY OF GENDER EQUALITY
Abstract
The study established that nowadays in the crew are included not only men but also women, creating certain degree of psychological discomfort on shipboard. Significant part of men do not consider profession of sailor suitable for fair sex representatives. Therefore, they are not quite ready to accept current situation. This fact is confirmed by results of survey of experienced sailors and cadets of higher maritime educational institution. Considering the above mentioned and current pronounced trend of lobbying for gender equality strategy in merchant shipping, the problem of preserving psychological health of sailors is urgent and quite burning. The review of the scientific publications on this issue and results of original studies permitted to develop recommendations postulating that in order to preserve psychological health of crew in case of inclusion of female sailors it is necessary to change approach to formation of ship's crew. It is proposed to focus on psychological testing of male sailors in order to determine possible manifestation of negative attitude towards presence of woman on shipboard in order to take measures concerning development of favorable psychological climate in crew.

THE AGGRESSIVE BEHAVIOR ON BOARD A SHIP AS FACTOR OF ORIGIN OF PSYCHO-SOCIAL RISKS
Abstract
The investigation of basis of aggressive actions and behavior at workplace targeted to cause harm to colleagues and to oneself, as well as destruction of team normal psychological climate is one of significant problems of modern medicine. Taking into account specifics of labor activity of sailors, by this problematic aspect also is concerned the International Labor Organization. The article reveals etymology of concepts “aggression” and “aggression at workplace”, identifies main causes of manifestation of uncontrolled aggression, establishes key requirements of international conventions and guidelines ensuring for sailors working conditions without fear of physical and psychological violence. Based on results of medical expertise, practical measures are formulated to prevent psycho-social risks on shipboard.

THE ROLE OF MUNICIPAL EMPLOYEES IN FORMATION OF HEALTH PRESERVING ENVIRONMENT
Abstract
The article considers results of studying attractiveness the municipal service. The purpose of the study was to investigate role of municipal employees in formation of health preserving environment, transmission of healthy lifestyle and ascertain attitudes to one's own health. The object of the study was commitment of municipal employees to healthy lifestyle practices. The study sampling included 275 representatives of municipal service. The research toolkit included several blocks: questions related to personal practices of preserving behavior; participation in cultural and sport events; understanding role of ambassadors of healthy lifestyle; evaluation of measures implemented by municipality education regarding public health promotion. It is established that municipal employees, despite high workload, try to adhere to healthy lifestyle, to be an example for population and to promote propagation of healthy lifestyle ideology. The measures implemented by municipalities require participation of business and non-profit organizations representatives. The wider mass media coverage is also needed. The formation of health-preserving environment is to be based on inter-departmental cooperation.

THE PERINATAL LOSSES IN THE REGIONS OF THE ARCTIC ZONE OF THE RUSSIAN FEDERATION: ANALYSIS OF DYNAMICS AND AVERTABILITY
Abstract
The article presents, on the basis of data analysis of the Federal statistical monitoring, dynamics of perinatal losses in 2014–2023 in the Subjects of the Russian Federation having in its structure territories attributed to the Arctic Zone considering their distribution according to avertability on the basis of the Nordic-Baltic perinatal classification The main components contributing the most in the structure of perinatal mortality are determined It is established that in the regions of the Arctic Zone perinatal mortality had lower rate of decreasing as compared with infant mortality In all studied regions during the last 10 years, decreasing of perinatal mortality occurred mostly at the expense of early neonatal and intranatal mortality At that, most of the cases of perinatal deaths fell at deaths among premature born At the same time, there were established no relationship between rate of premature deliveries and level of premature mortality at the regional level and in the Arctic Zone in general The classification of perinatal losses according avertability demonstrates decreasing of percentage of cases of preventable perinatal mortality At that, the most valuable reserve of decreasing of perinatal mortality in circumpolar regions is decreasing of of rate of antenatal death of fetuses whose percentage in perinatal mortality makes up to 70% nowadays

THE ANALYSIS OF MODERN PROBLEMS AND CHALLENGES OF RUSSIAN MEDICAL EDUCATION: THE SOCIOLOGICAL SURVEY RESULTS
Abstract
The article presents analysis of factors affecting training quality of medical university students, based on results of sociological survey. The sampling consisted of 200 respondents, including undergraduates and graduates with minimal work experience. The main focus in made on perception of educational process by both students and the youth just started their professional career. The survey results revealed high level of student satisfaction with quality of theoretical training. However, also were confirmed opinions that there were problems associated with insufficient practical training and outdated educational materials. The interviews with graduates confirmed importance of faculty support, but revealed needs in more individualized approach to learning. The coordinated efforts are needed by both educational institutions and health care authorities to create more flexible educational environment. The proposed recommendations permit to identify key directions of work, including modernization of curricula and emphasis on practical training and improving interaction between universities and medical institutions. The study emphasize necessity of comprehensive approach to reformation of medical education that will contribute to quality of medical services and to expanding of opportunities for students of medical university.

THE ACTIVITY OF THE NARKOMZDRAV OF THE USSR HEADED BY G. A. MITEREV ON SUPPORTING HEALTH CARE INSTITUTIONS WITH PERSONNEL DURING THE GREAT PATRIOTIC WAR OF 1941–1945
Abstract
From the beginning of the Great Patriotic War, the People's Commissariat of Health Care of the USSR (the Narkomzdrav of the USSR) headed by Georgy Andreyevich Miterev implemented an immense work to support with medical personnel deploying evacuation hospitals. By 1945, due to efforts of the Narkomzdrav of the USSR, in evacuation hospitals of the Narkomzdrav of the USSR staffing of established posts of physicians made up to 75.4% and nurses — 87.4%. At that, according to reports of G. A. Miterev, the USSR Health Care People's Commissar, by 1945 in health care administrations worked more than 100 000 physicians and 365 000 nurses against more than 140 000 physicians and other specialists of higher qualification and more than 425 000 nurses in 1940. During the Great Patriotic War changes in medical staff occurred: the percentage of women increased from 62.2% to 74.4%. About 20% of medical staff were graduated from universities during war years and received no full-fledged medical education. The elderly people prevailed among specialists. Despite all the efforts of the Narkomzdrav of the USSR headed by G. A. Miterev, the total number of medical personnel noticeably decreased by the end of the war. This was price that Soviet physicians paid for the victory.

The rationale for its organization on the basis of the Scientific Research Institute for Biological Prevention of Infections is given. The reasons for the dismissal of the former director are considered.

THE HISTORICAL BASICS AND PROSPECTS OF DEVELOPMENT OF INFORMATIONAL COGNITIVE CONCEPT OF PUBLIC HEALTH. REPORT I: THE PRECURSOR OF THE NEW SOCIAL HYGIENIC APPROACH
Abstract
The article considers application of new social -hygienic approach to response to biological threats of information society. The dominant role of historical process regulating human vital activity, their morbidity and mortality by changing character of social relationships is established. The contribution of such outstanding scientists as F. Lanten, A. Grotjahn, I. Semmelweis, C. Darwin, G. Selye, Yu. P. Lisitsyn, Yu. G. Ellansky into theoretical substantiation of preventive medicine against the background of radical changes in public consciousness, worldview and values, depending on specific period of time and degree of development of social medium. The priority directions of development of social hygiene in conditions of information society are determined in order to increase medical social resource of the Russian Federation based on convergence of humanitarian and natural science spheres. The implementation of informational cognitive concept of health into preventive medicine is intended to turn healthy lifestyle into behavioral norm for broad human masses understanding that pragmatism reduces level of population health and altruism results in opposite outcomes.

THE PROVISION WITH CHILDREN STOMATOLOGISTS IN THE RUSSIAN FEDERATION IN 2012–2023
Abstract
The preservation of dental health requires keeping the hygienic norms and timeliness of therapeutic and preventive care. To ensure availability of this care adequate supply of medical specialists is needed since health of the children population is one of important indicators of health care organization and demographic well-being. The purpose of the study was to examine main trends in dynamics of provision with pediatric dentists in the Subjects of the Russian Federation. The data of official statistical monitoring of provision with pediatric dentists in 2012–2023 was studied using analytical and statistical methods and descriptive statistics technique. The results of the study demonstrated that in Russia, in 2012–2023 the provision of pediatric dentists decreased up to 17.9%. In 2023, the 50 Subjects of the Russian Federation (in 2012 — 59 Subjects) were characterized by provision with specialists being lower than the national average level. In other Subjects level of provision was higher than the national level, especially in the Chukotka Autonomous Okrug (by 3.7 times), the Republic of Kabardino-Balkaria (by 3 times) and the Nenets Autonomous Region (by 2.8 times). In 2023, the highest provision with specialists was fixed in the Chukotka Autonomous Okrug, the Republic of Kabardino-Balkaria, the Nenets Autonomous Okrug, the Voronezh Oblast and St. Petersburg. The results of the study of provision with pediatric dentists in Russia in 2012–2023 demonstrated that negative dynamics are traced in most Federal Okrugs. The prognostic assessment revealed possibility for further decreasing of indicator, despite stabilization of situation and increasing of provision with specialists in particular Subjects of the Russian Federation.

ON IMPROVEMENT OF PREVENTION VISITS IN FIELD OF HEALTH CARE
Abstract
The article considers issue of measures contributing into increase of efficiency of preventive visits carried out within the framework of the Federal state control (supervision) of quality and safety of medical activities, by establishing potential directions for optimization of normative legal regulation considering national goal of development of the Russian Federation — to preserve population, to promote health and to increase well-being of people. The normative legal requirements to procedure of organizing and carrying out preventive visit regarding medical organizations, approved at legislative and bylaw levels, were studied. The gaps in corresponding conceptual apparatus and collisions complicating discrimination between mandatory preventive visits and control (supervisory) activities were noted. The conclusion is made that, nowadays, the components of preventive visits are not specified at the subordinate regulation level, permitting to implement mechanisms of managing risk in the field of health care through their prevention. The proposals were formulated to optimize legal regulation targeted to rigorous implementation of potential of preventive visit as a tool of popint fine-tuning, allowing to timely level manageable sources of risks in the sphere of health care and thereby to contribute to ensuring stability and adaptability of the modern health care system.

THE EVALUATION OF POTENTIAL AND PROGNOSTICATION OF EMPLOYMENT OF THE DISABLED
Abstract
The increasing of the level of employment of citizens with established disability group is an actual task for our country in current time and in perspective. Nowadays, the indicators of level of employment of the disabled are rather low along with high level of unemployment. To increase level of participation of the disabled in employment at the state level the number of measures is implemented. The article presents evaluation of the potential employing the disabled, considering their diseases, severity of disability group, gender, age and socioeconomic characteristics. The prognosis regarding future need in workplaces for the disabled and evaluation of key trends in this issue is given. Despite the fact that the total number of the disabled decreases in recent years this does not decreases actuality of issue of their employment. Considering current trends,increase in the number of the disabled of group III as well as disabled children is prognosticated. The specificity and character of prevailing diseases causing disability in children, exacerbate the issue of expanding possibilities for social employment. The particular attention in developing program to increase employment of the disabled is be paid also to veterans of military operations, whose diseases require organization of special conditions and programs of social and psychological adaptation.

THE ANALYSIS OF VOLUMES OF WORKLOAD IMPLEMENTED BY STOMATOLOGISTS OF STATE MEDICAL ORGANIZATIONS
Abstract
The article presents analysis of volumes, dynamics and structure of workload performed by stomatologists of state medical organizations of the Irkutsk Oblast in 2019–2023. The quantitative assessment of the number of visits of patients to stomatologists is given. And the highest one was established among common stomatologists and pediatric stomatologists. The workload of stomatologists on the basis of one specialist was determined. That permitted to identify different growth rates of these indicators that in some cases had opposite direction. Thus, in pediatric stomatologists against the background of decreasing of the total number of visits in 2019–2023 the workload per one physician increased up to more than 20%. In 2023, the significant scattering in the number of visits of patients to stomatologists per physician in municipalities of the Irkutsk Oblast made up to 10–662% of the Oblast average for general practice stomatologists, up to 18–206% among pediatric stomatologists, 10–403% for dental therapists and 12–233% for dental surgeons. This situation testifies significant differences in the level of workload of stomatologists in the Irkutsk Oblast that increases risk both of decreasing of quality of stomatological services to population and of developing professional burnout among stomatologists working under overload.

The article presents characteristic of national model of organization of medical social care of patients with cognitive disorders as compared with similar models of foreign countries. The causes of defects of organization of medical social care and modes of their correction are analyzed. On the basis of analysis, prospective organizational technology is presented, essentially based on routing of this category of patients.

THE TECHNOLOGIES OF REHABILITATION OF WOMEN VICTIMIZED BY VIOLENCE IN FAMILY AS FACTOR OF SECURING SOCIAL STABILITY
Abstract
The domestic violence, especially against women, is serious and actual problem of modern society. The article considers various forms of domestic violence, including physical, psychological, sexual and economic ones. It is been established that most conflicts and crimes occur within the family in domestic environment. In Russia, annually more than 14 thousand representatives of female population perish from the hands of family partner. And 38% of murders of women in family are committed by male aggressors, 75% of victims of domestic violence are women. The concepts, indications, forms and types of violence are considered. The approaches to rehabilitation of victims are analyzed. In Russia, the statistical data testifies broad occurrence of conflicts and abuse in families: about 40%-45% of clients of crisis centers are women aged 25–35 years. The main causes of domestic violence are male (80%) and female (70%) alcoholism, inadequate family upbringing, unstable economic situation on national level and family poverty. The women suffered from domestic violence often have difficulties with further socialization and need social care and support. The importance of rehabilitation as integral part of care of victims of domestic violence is emphasized. The rehabilitation represents set of measures that includes psychological, medical and legal care, temporary residence in safe place and assistance in job placement.

THE EVALUATION OF FACTORS OF MEDICAL SOCIAL RISK IN THE GROUP OF FEMALE PATIENTS OF LATE REPRODUCTIVE AGE OF PERINATAL CENTER
Abstract
The article is devoted to comparative assessment of medical social risk factors in pregnant women of late reproductive age hospitalized in the antenatal department of third-level obstetric hospital. In modern conditions of organization and management of health care, when terms of childbirth are shifted to older age groups, medical social studies of health of pregnant women aged 35 years and older are of particular importance. Considering that in conditions of demographic crisis auxiliary reproductive technologies began to be considered as reserve to increase natality, comparative evaluation of medical social risk factors in pregnant women of late reproductive age with different methods of pregnancy onset is actual topic for research. With this purpose, exon of data from medical records of prenatal department of the perinatal center was carried out. The main group consisted of pregnant women who overcame infertility by in vitro fertilization. The control group included pregnant women with spontaneously occurred pregnancy. The study revealed specificity of impact of medical social risk factors in the group of female patients of late reproductive age of perinatal center medical that is important for organization and management of health care in mentioned domain.

THE EVALUATION OF IMPACT OF FEMALE BODY MASS INDEX ON RESULTS OF TREATMENT OF INFERTILITY USING METHOD OF AUXILIARY REPRODUCTIVE TECHNOLOGIES
Abstract
The overweight and obesity acquire character of global epidemic, negatively affecting female fertility. The association between increased body mass index and infertility conditions higher need in application of auxiliary reproductive technologies (ART) in this category of female patients. The results of studies of affect of body mass index on efficiency of ART demonstrate certain heterogeneity. The purpose of the study is to investigate affect of overweight on results of treatment of infertility using method of auxiliary reproductive technologies. The retrospective analysis covered 1840 women treated by ART. The criteria of selection were age 30–35 years, isolated female uterine factor of infertility, single embryo transfer. The exclusion criteria were decreased ovarian reserve, multifetation, programs with donor cells. The body mass index was stratified into four categories according WHO classification. The prevalence of overweight and obesity made up to 20.2% and 16.8% correspondingly. The significant differences were found in group with obesity (BMI≥30 kg/m²): live birth rate was 1.6 times lower and miscarriage rate was 1.8 times higher as compared to group with normal weight. In case of obesity degree II (BMI 35.0–39.9 kg/m²): pregnancy rate was 1.3 times lower, live birth rate was 2.07 times lower and miscarriage rate was 2.26 times higher. The significant affection of BMI on efficiency of ART programs was established. Considering increased maternal and perinatal risks, female patients with overweight and obesity are recommended to decrease their weight before starting ART treatment.

THE APPROACHES TO FORMALIZATION OF PROCESSES OF INTER-DEPARTMENTAL INTERACTION BETWEEN PARTICIPANTS OF ACTIVITIES ON COUNTERACTING DRUG AGGRESSION IN THE SUBJECT USING SYSTEMIC ENGINEERING BASED ON MODELS: THE PUBLICATIONS REVIEW
Abstract
The struggle against drug addiction, illicit turnover of narcotic drugs and psychotropic substances remains actual and re quires searching of of new mechanisms counteracting negative social phenomenon at the level of all administration au thorities, including regional health care management. The purpose of the study was to apply approaches of systemic engineering based on models to formalize system of operat ing interdepartmental interaction of participants in counteracting abuse of narcotic drugs and psychotropic substances at the regional level. The application systems based on models of Model-Based Systems Engineering as tool is intended to facilitate unification focused on architectural methodology that embodies best practices and reflects consensus of systemic community. The attempt was undertook to identify processes of interdepartmental interaction between participants in countering drug aggression with principles of systemic engineering based on models. The concept of architecture-oriented or managed with models of systemic engineering process differs from traditional thinking oriented on documents, historically consisted of textual specifications, graphical images, tables. The formalization of processes of interdepartmental interaction using principles of systemic engineering is targeted to management of large number of constituent elements, numerous internal and external interactions, known and unfore seen dependencies between elements of system and external objects. The construction and application of architecture using taxonomy elements, as coordinated set of systemic categories is an important aspect of establishing clear communication and sequence of operations in complex system of interdepartmental interaction of team of participants of counteracting narcotism in the Subject. The application of systems based on models of Model-Based Systems Engineering will permit to adequately determine structure, behavior, rules, universal properties, information content and other key aspects of investigated object for opti mization of processes.

TOWARDS STRATEGIES FOR THE MEDICAL PREVENTION OF NON-COMMUNICABLE DISEASES
Abstract
The article considers modern data on non-communicable diseases (NCDs) and their risk factors. The increasing role of sociopolitical and economic factors in prevalence of NCDs is highlighted. The focus is made on implementation of preventive strategies in schools. It is emphasized that, despite importance of problem, only 45% of countries reported availability of NCD national policy. The digital solutions in medical prevention allowing application of tools of self- monitoring of personal health according to individual circumstances are discussed separately. The prevention strategies using incentives to encourage healthy behavior are described. Their efficiency in frequent and prolonged use is noted, especially for people with low income.
