Among the issues that need to be resolved, quality of professional selection of applicants to medical universities, backwardness in time management skills, stress coping and leadership qualities in students are noted. The mechanisms for solving these issues are proposed on the basis of “puzzle technology” - embedding in existing matrix those activities that are capable to qualitatively change the situation in a particular field of higher education. Based on functioning of cluster technologies in the SEMC “Northern Caucasian”, joint measures are developed to optimize educational activities not only in educational organizations subordinated to the Ministry of Health of the Russian Federation, but also those in the structure of the Ministry of education and science of the Russian Federation that include medical faculties and/or institutes.
