On one hand, it is necessary to ensure implementation of all civil rights of mentally ill persons. On the other hand, it is necessary to ensure safety of society, protecting it as much as possible from illegal behavior of mentally ill people. According to the WHO data, number of people with mental disorders is on average about 450 million people and this figure is constantly increasing. According to the Constitution of the Russian Federation, the state guarantees equality of human rights and freedoms of person and c itizen regardless of any circumstances. The protection of rights and legitimate interests of mentally ill people causes a number of difficulties, therefore they are vulnerable to community.
