The social and economic risks of the pandemic are identified and the directions of anti-crisis measures are considered. Public administration is a system consisting of citizens, business structures and government employees. State authorities, while implementing the directions of public policy, must take into account the interests of all participants of the system, building the channels of interaction between them in the most effective way. The pandemic is a serious challenge to the state administration system of any country, the prevention of the consequences of which requires timely and effective measures to be taken. Under the conditions of the pandemic in Russia, as well as all over the world, the role of the state has significantly increased, both in terms of prevention of pandemic spread, and in the form of measures aimed at supporting citizens and businesses, the most affected spheres of the economy.
