Semashko and Z. P. Solovyov, while being the USSR Peoples Commissar of Health Care (1939–1946), began to build his own academic career. In 1945, he defended doctoral thesis. He headed the Department of Hygiene of the Moscow Pharmaceutical Institute of the USSR Ministry of Health Care in 1951–1967. G. A. Miterev is the author of more than 70 scientific works. However, his main merit in development of National medical science became not so much as his work as professor, as his organizational activity as the USSR Peoples Commissar of Health Care, related to establishment of the USSR Academy of Medical Sciences.G.
