Special attention is paid to the issues of health and the healthcare system as the central elements of the infrastructure that ensures the realization of the potential of the individual and society. Based on interdisciplinary analysis (economic, sociological, demographic), the concept of a synergetic effect arising from a coordinated policy in the field of public health and human development is substantiated.
