Noting the high level of health systems in these countries, it is also necessary to recognize their expensive cost due to the predominance of inpatient medical care. Almost all health care systems are experiencing staff shortages of varying degrees of severity, difficulties with ensuring equal access to medical care. Understanding the existing problems leads the governments of a number of countries, such as Austria, to formulate the goals they want to achieve in healthcare and monitor them.
