Отмечается значительное сходство проблемных вопросов в здравоохранении большинства стран, к которым относятся обеспечение равного доступа к качественной медицинской помощи, дефицит медицинских кадров, финансирование медицинской помощи. Анализ показал, что большего успеха достигают те из них, которые адресованы конкретной проблеме здравоохранения, особенно в сфере реформирования общественного здравоохранения. Опыт реформ Китая и Вьетнама в сфере повышения доступности медицинской помощи демонстрирует важность улучшения финансирования медицинской отрасли при осуществлении большинства реформ. Обе страны осуществили реформу в сфере медицинского страхования, но в Китае внедрялось базовое медицинское страхование, в то время как во Вьетнаме больше внимания уделялось уязвимым группам населения. Несмотря на то что две страны добились прогресса в охвате населения услугами здравоохранения, во Вьетнаме неравенство в доступе к медицинской помощи было снижено значительнее.
