В ней отмечено, что государству в этих странах отводится разная роль в обеспечении населения медицинской помощью: она больше и значимее в Иране, чем в Объединенных Арабских Эмиратах. При этом частные медицинские организации доминируют в здравоохранении обеих стран при оказании амбулаторной помощи (сильнее в Объединенных Арабских Эмиратах). Анализ медицинского страхования показал, что в Объединенных Арабских Эмиратах системы страхования и доступность медицинской помощи для граждан страны и экспатриантов существенно отличаются. Указано, что на качество и доступность медицинской помощи в Иране повлияли международные санкции, которые в первую очередь сказались на обеспеченности пациентов импортными медицинскими препаратами.
