S. Zisman, the municipal sanitary physician. The innovative proposals in the Project of organization of medical sanitary business developed and grounded by L. S. Zisman are investigated. The interaction between municipal self-government bodies, sanitary council and medical community in improving sanitary provision is demonstrated. The intriguing historical facts of this period are highlighted. The minutes of meetings of the Medical Uprava, the Society of Physicians of the Eastern Siberia and the Irkutsk City Duma were studied. The historical method and analysis of archival documents was applied. The progressing development of medical sanitary business in Irkutsk and leading role of personality of L. S.
