Today, Russian legislation does not unite a number of concepts related to medical tourism and are drivers of the development of the tourism industry. The development of medical tourism has a close relationship with plans to expand the volume of incoming tourist flow and attract funds from foreign investors to Russia. At the same time, medical organizations and structures providing treatment and rehabilitation of foreign citizens note the absence of the concept of «medical tourism» in the regulatory legal framework, which acts as a significant barrier to the transformation of this process.
